What is the age? Could it be puberty? Then there are better resources out there for struggling teens. Maybe someone else can help you find them with this question and answer page.
What is the relationship? Is it your husband being disrespectful? Your father still married to your mother?
It may be perverted, but it is not illegal, unless he is looking into people's homes.
If it is not your husband or someone otherwise married, suggest he go mingle or take him there yourself so he can mingle. He may want to and is not comfortable around beautiful women, but help him get over this. Are you sure it is women he is looking at? Some people are people watchers - seen at the malls all the time - and like to observe other people's interactions. Again, try getting them to interact rather than observe. It is better to live yourself than live vicariously.
If it is your husband or someone else's husband, send the wife down there to give him something to look at. Like the saying that eavesdroppers never hear anything good (or something to that effect), let spies see something they don't want to.

if you are also a man, borrow the binoculars for a day and comment on the chicks being nice. if you are a girl / woman yourself, make friends with the girls in the pool and invite them over and take your member to visit them near the pool and break the ice. since ur family member most probably is an adolescent, his heart might skip, but will relax with seeing what he wants to without being guilty. and shift his room to the other side of the building.

Well, as long as he don't look at me, it's all good. However, if it waz one of mah family (close girlfriends) that he was looking at, as long as the guy is around my size, I'd start by cussing his *** out (when nobody be lookin).
