Because lips are the in thing, lips can be very sexy and he may be looking because he wants to kiss them. May be lips are like pair of breast they look so good to the guy he wants his mouth on them so bad he looks because he's picturing his lips on or around them =-)

Maybe the guy's shy to look at you face to face. I think the lip is the most subtle place to look at when your trying not to make eye contact. Its more decent then him looking at your chest(some idiots do), at the floor (His head will be bent on too low) or at other places (which is kind of rude cuz it might give you the impression of him not listening)
