If the vehicle is equipped with RWAL (Rear Wheel Anti-Lock Brakes) which were standard equipment (4 heel anti-lock was optional), it's quite possible that the combination valve is defective. Over time, these valves get full of rust and can stick in any of 3 positions, open, closed or in between. To rule out the master cylinder. remove the two lines at the cylinder and put bleeder hoses in the ports (very cheap at an auto parts store). If it holds good pressure, then most likely the combination valve is defective. Unfortunately, there is no mechanical test for this valve, and it's a couple hundred dollar "shot in the dark". The problem could very well be the Master Cylinder, I just wanted you to know there may be another possibility.

There is air in the brake lines. Re-bleed the brakes, starting with the farthest from the master cylinder. If they still wont hold after they are bled, you will probably have to replace the master cylinder.

Have you tried your master cylinder? There is a pressure valve in the cylinder that when it goes bad fluid will leak past that. Make sure you don't run out of fluid in your MC when you are bleeding or you will have to re-bleed everything.

Sounds like the primary in the master cylinder is bad. If you have no other external leaks this will be your problem. Replacing the master cylinder should resolve your problem.
