Buy the electronic fence. Put it around the base of his pen on the inside. When he goes for a weak spot at the bottom, or tries to climb the fence he will be shocked by the collar. This is not cruel and after a few tries he will give up. Leave the batteries until they die. By this time he will not even try to get close enough to be shocked. You probably won't have to replace the batteries. If the dog gets out again then add new batteries.

Try a radio fence with a collar. Or just build a better fence. If she is getting out of her pen to just be with you perhaps you may need to kennel train her and teach her how to be an inside dog. That will keep her safer and she will feel better just being able to stay closer to you. Im not sure. My dogs have never tried to escape. If she gets away alot make sure you have her registered in the city you live in, have her vaccinations up to date and keep all her ID tags on her.

I think that pappy's suggestion are very valid!
I see you're one of *those* who ask for opinions, and then tells people to SHUT UP when they give you one you don't like.
So here are my suggestions, so you can tell ME to shut up too:
1) get rid of the dog
2) get a better pen
3) create a leash backup to the pen.
4) let her stay outside.
All these things will solve your problem.

it sounds like you are just blocking off a area for her? if so I would get a actual dog kennel they come in all different sizes so you can go to the pet store or online and find one that would be a good fit for your dog.

Try to find what she wants then put it in the pen if she can't have it then get something similar.
