Any question can be asked publicly as long as you are comfortable with the fact that people, 1) may get offended; 2) may not answer you; or 3) may just stare at you in disbelief that you asked and not want to speak to you again.

It's really a matter of what you (and the rest of society) deems socially appropriate in a given setting. The best rule of thumb is to refrain from asking other people anything you would not want to be asked yourself.

I think it would be something along the lines of "How much do you earn?", or "Are you rich?".

When someone asks such a question, I feel horribly embarassed. For them.

But the "Are you gay?" question doesn't really bother me.
Well, if you asked it between friends... Not like in the middle of a huge crowd angrily waiting for the answer of the person. That might get them a little embarassed.

Maybe "eeewww, when was the last time you took a bath?", "do you actually think your hair looks good like that?", "how much money do you make?" or "when was the last time you had s.e.x.?" The first two, just beecause they're so rude, the last two because the aren't anyone's business.
