I'm trying to edit this computer game on my computer with a hex editor, using this games guide to do it. So far everything is going good. But, I cannot find the offset for a specific item. The guide says the offset is 00c8. I cannot find that offset in the folder that I need to be in. I know c8 is the hexidecimal for 200, so I tried 200, but it did not work. do a Control + F or goto the edit menu. Click Find.

Enter the desired location ooc8. It will take you to it.

Offset in a folder? It is a location within a FILE. It isnt a specific file, itself. It isnt a folder. Open up whatever you're trying to edit.. I'm guessing either a savegame or the executable.. ( .EXE ) So open that, search.. and it should be right there.

Btw, dont edit it without backing up the savegame/exe file. Dont insert, overwrite. Otherwise your file will be (most likely) corrupt. All the data will be two/four/however many bits off to the side.

Bluntly it just takes time, patience, and an understanding of assembly language concepts. Back when debug.exe was the default editor most of the people I knew had Peter Norton's guide to assembly language and Ray something-or-other's guide to MS-DOS (yes this was pre-Windows). These days most of the cutting edge stuff is being done on networking and that means everybody and his her or its furry companion assumes you are running Ubuntu but occasionally 2600 Magazine has some good stuff (get it at Barnes and Noble) and Mr. W. Wang's Steal this Computer Book, while also network-centered is quite comprehensive (plus he admits there are Windows users out there).
