Gen 17:20, Ishmael, I believe that would be the nations of Islam. No it is not the tribes of Israel, not the apostles.

The twelve tribes of Israel came from Sarah and Abraham.
God made Ishmael a great nation because of the covenant with Abraham.
Genesis 17:20 And as for Ishmael I have heard thee; behold, I have blessed him, and will make him fruitful, and will multiply him exceedingly. Twelve princes whall he beget, and I will make him a great nation.
21 But my covenant will I establish with Isaac, which Sarah shall bear unto thee at this set time in the next year.

No, it's the twelve tribes of Israel descended from Abraham's son, Isaac. I am not 100% sure, but maybe 80% sure.
