The first picture is an altar outside a home in China, and it has Chinese writing on it. What does it say? Is it Taoist or Confucian?

Well this is the worship way for everyone house or flat as a good protection for their fortune, in China and in Hong Kong, I'm a totally 100% HKer, I can tell you of course I have one.

This is the altar with the red paint board with gold Chinese character, it's some of for the lucky, golden calligraphy on the red paper or red ornaments that's brings wealthy and happiness, Those words printed on the board that asking( virtually, inspiritually way) to the god (in the Chinese traditional, there have god from the sky, god from the earth, the god from the sea) from the sky so you can check out at the top of the big character speaks "TIN" (Cantonese) TIN KWUN.... that to ask the god(and the other fellas aside by the god of sky) of sky to protect their family n good healthy,in good wealthy, peaceful, for kids to pray for good in health and good at school, for people who working, that pray for the good wealth and good fortune.
So burning the incenses it's a costume traditional, one of the SIMPLE OFFERING AND TO REQUESTING TO PROTECTING THEM. This is not the Taoist or Confucian, this is one of the common for any family in China, to do with this kind of altar just like invite the little spiritual guard to protect your family. Taoism, as another obvious rules by the Tao regulations or the party beside of Buddhism,

Chinese can be superstitious whenever they think whatever it's bring benefits or favourable to them. But this way is not that kind of superstitious way to think of, but kind of simple reposing and to put the little trustful after you burn the incense and pray for the good. You will feel more safety!

I hope that my explaination can help!
