It says God made the Heaven and the Earth?

Does this mean the Heaven was made with the angles in Genesis 1:27

It this the angels in heaven or other human on earth before adam and eve?

Since Job 38:4-7 records God's question to Job as: “Where did you happen to be when I founded the earth . . . when the morning stars joyfully cried out together, and all the sons of God began shouting in applause?” it would therefore seem that the angels (sons of God) were created (individually) before the universe was brought into existence. God's first creation was his only-begotten son (in the heavens) who became a master worker beside him. It is this son God used to bring all other angels into being and then the universe, and then preparation of the earth for habitation, so forth and so on to humans - man and woman, that is to say Adam and Eve.
