I don't know the specific punishment for that on the day of judgement but I do know the reason why we have to wear that which I think you already know.
Shake hand.. I guess it's gonna be quite tough. I take it you're a corporate women or someone like that? Anyway, whether or not you live in west, aren't you suppose to wear hijab or something to cover the hair? So, I think most people would already know your religion. Um, if they're not.. I guess you can always smile back and nod your head a little as the response to their gesture. I don't think you would have to launch into speech or something, smile to them is polite enough. Just go through the real business already. :)
^_^ I hope my answer helps though I don't have any experience living in west.

ok, first of all, i wear hijab in the west and i politely decline to shake a mans hand.
I am not treated as a second class citizen by any of my male family relatives, in fact i am off to university next year and i will have a career of my own choice and I live according to islamic teachings.
In Islam women arent second class citizens, what makes u think so? the barbaric unislamic treatment of women in the east? that isnt real islam in the eastern countries, its just a barbaric culture of that country.
I feel sorry for the degredation of women in the west actually, even though we are so civilised there is a pay gap between what women are paid and what men are paid when they have the same jobs.
Also women have to look beautiful here to satisfy mens desires, well most of them any way from what i can see. Also domestic violence is on the rise? why?
My hijab allows me freedom from peoples judgements on what clothes i wear, how i am supposed to look, what body shape i am supposed to have etc. It stops me from concentrating only on my looks and helps me to be a better muslim and get a good education.
I am not sure wot the punishment is for not wearing hijab but i hope this answers ur question.

Ema, whatever it is you said is definitely not in the Quran , quote the verses if you are telling the truth.
Covering up is important for the muslim woman if not for anything but because The Holy Quran expressly mentions it and because it is the natural thing to do. Have you not looked at other memebers of the animal kingdom, the male are flambouyant and colourful while the colouring of the female is usually dull.
For the muslim woman, sometimes it can be difficult to avoid a handshake, so it is better to avoid such gatherings in the first place, if you have to, hold something in both hands so that people will not need to shake, I'm in the U.K. and i dont get hand shakes.

Shaking hands with someone has no sexual connotation in the west, it is a greeting and display of mutual respect.
I was in Saudi last year and was surprised to see lots of men holding hands, in the west this would give the impression of being homosexuals even though I know this is not allowed in Islam.
If you live in a country other than your own then you should integrate with that system of beliefs. I've been to many countries and stick to the saying "When in Rome, do as the Romans do." You can't go wrong.

Turkey is a muslim country and what you say is a great lie in Turkey. They shake hand with strangers there... Covering the hair in Turkey has nothing to do with islam. They used to cover their head before islam. It is a traditional wear and it is not to hide the hair. It is to protect the head from sun or wind. Come to Turkey and see with your own eyes. Even if they have scarf on their head you can see some part of their hair.

firslty, thanks for these good questions..
1. islam permits a women only to be without a hijab in front of her husband, dad and own brothers.. (but still is permissible to wear). for not wearing it against a non-mahr, she can be severly punished in Hereafter. (pls check on www.islamicfinder.org for more details)
2. In most countries, people respect u even more, when u confront them directly stating that Islam does not allow females to shake hands this way. This is a good opportunity for them to know about Islam also (acts like Dawaah) and is seen as a sign of strong faith in one's religion.
Goodluck!

Islam is more towards the uncivilized culture, where men dominate the women. Before Islam arrive at Arab the women are already wearing a hijab.

well as a matter of fact i have studied Islam and Islamic history that made me hate it more and discover there lies and mistakes:
1.it is said in quran that every hair showing of a women will burn in hell and she along with it so you can just see the poor women there scared as hell and cover every hair scared! religion based on fear is wrong!
2.if they shake hands and touch a man in quran it says that its like she made adultery again unusual ways of making women as far as can be from men a religion obsessed with sexuality is wrong! so you see some wearing gloves!!?
