Short-term solution is one of those high-pitched dog whistles that only they can hear. It hurts their ears. Every time your dog barks, blow that whistle. He'll learn very quickly not to bark. It's called negative reinforcement.
The problem with this is that there are times when you WANT your dog to bark...like when there's an intruder. I would find out what Cesar Milan has to say. The guy is a genius.

Most areas have a 'noise' restriction and community peace expectation. In our area its something like 8am to 10pm. So people are expected to be quiet after 10pm and are actually ticketed and visited by the police for being noisy or having a barking dog, definitely before 8 or after 10p. However, a dog that barks constantly and is being left outside is 'disturbing the peace' and certainly should not be something that everyone in the area should have to tolerate. Call the non-emergency number for the police department, report the incident. Explain what has been going on (or go in and talk to them about it). It sound like you ARE being reasonable and the neighbors can explain the situation to the authorities. I definitely would not get into with your neighbors at this point. You are really angry and not in a good position to hear anything they have to say. The police department can explain both to you and the dog owners what the noise statutes are in your area and provides the owners with some possible solutions (perhaps). You can follow up with them as needed. You are entitled to a reasonable peaceful environment. Your dog owning neighbors need to take care of their barking dog, day and night. Good luck.

I myself, dont like shock collars, things that pain the dog I've always believed are a bad idea, as the dog will grow to fear you, hence why it will listen, it wont listen because it learned.
First, get to the root of the problem. Is your dog barking because of stimuli out the window- he/she REALLY does want to protect his/her home? Or does your dog want the attention he/she gets from the barking? Perhaps it's bored-barking? Or barking out of loneliness?
The first I'd try is bored barking, as it's a typical problem, as with chewing things. Get your dog LOTS of exercise. Especially if it's a big dog. The more energy they keep inside, the more they're willing to put into any action, including negative actions.
If you help let their energy out by say, frisbee at the park, or even a walk/jog around the neighborhood, you'll be amazed how much more calm they act afterwards.
If it's attention-barking, dont give the dog any form of attention when he/she barks. Not even negative. Then, start on obedience training, in the long run it IS worth the effort put in.
Barking out of loneliness could be solved by the same solution as the bored-barking, taking their energy out by spending time with them in a fun way.
If it's aggressive/protecting the home barking, you definately should start on an obedience training plan/method immediately, before it gets out of hand.

I had the same problem with my two little poodle doggies.
They barked at everything .... just for the fun of it.
So every time they barked, I said nothing, just picked them up and put them in a room and shut the door. As soon as they stopped barking, I let them out. Very time consuming at the beginning (believe me) but it works.
Now, they do bark when someone comes to the door. I want them to do this so allow it. It is no use having a dog if you have to bark yourself. lol!

If your don't mind him barking but want him to shut up when you tell him to, you can teach the quiet command. When the dog barks, let him bark about three times and then FIRST say quiet and THEN shake a soda can that is taped shut with pebbles in it. The loud noise will startle him and he will stop barking. Lastly, PRAISE HIM when he is quiet.As everything in dog training does, this will take patience and many repititions.

Keep prasing your dog or give it a treat every time it doesn't bark at something. Eventually your dog will stop barking.

i would say your dog is barking alot to hear it's own voice some dogs will do this conduct the barking constantly when they feel lonely it's there way of creating there own company

Since it is obvious that you do not have a clue about obedience training, your services should be for free. You cannot train even an adult dog for 8 hours a day. About the most that can be done at any one time is 10 - 20 minutes and that is with an adult dog and not a puppy. The attention span on this baby is extremely short and training session should be no more than 10 minutes and twice a day. Additionally, there isn t going to be much learned if you will only be training for 5 days. Obedience training is cumulative and is done over a much longer period of at least several weeks to several months.
What you can charge is determined by your experience, reputation, and accomplishments and in a case like this, should also include guaranteed expectations. Just working with dogs over several years, is not the experience that is necessary to be a dog trainer. There are too many people who are putting that title to their name and fleecing the public. Don t be one of them.
