Yes yahoo mail plus is available in India.
I was not able to find its exact price in indian rupees as it asks for the credit card number before showing its actual price in indian rupees.but they are saying $19.99/year so it comes somewhere around Rs.980.

Well where it all is the same internet, location shouldnt affect the download. Wait a minute Indian money is called rupees? You learn something new everyday!
