In the 12th and 13th centuries the Catholic Church declared a holy war on cats, because they were ambassadors of the devil (no diplomatic immunity it seems). After two centuries of persecution, the cat population of Europe was decimated, and there followed an explosion in the rat (and by proxy rat flea) population, bringing with it the Plague. The Church duly reversed its position on cats, and issured a new proclaimation that antone caught abusing a cat would be excommunicated.
