Dogs will chase just about anything if it runs; whatever is running must be prey, and must be caught and molested. That's just nature. I have six large dogs and mostly-indoor cats. My dogs love their cats, but if a strange cat comes in their yard and runs away from them, they'll kill it.
We may have domesticized dogs in general, but the fact remains that they are still descended from wild animals; the instincts are still there and show up at odd times.
My dogs mistook one of my cats for a rabbit one time, and were after it in a shot until the cat stopped, sat still and didn't run. Then they could see it was their's and everything was fine. They probably wouldn't have hurt a rabbit or stray cat if it had done the same thing.
Again, running things are prey and must be dealt with. Cats often run away from strange dogs.

To be honest, that may be an old wives tale. Most of the cats and dogs that I have seen, get along fine. Maybe somebody had a cat and dog that did not get along and came up with that saying.
