I want to slim down my hips, but keep the size of my butt and tone it up, and I want hard thighs and bigger calfs.....if I do the stairclimber for 40 min 3 times a week, can I achieve this? ANy other tips?

I do run alot already (I am in the Army), and it only slims down my waist, not my hips, and it makes my legs skinnier, I want muscles in my legs!!
