A swing in the cage is similar to the sway of a tree branch in the wind, and is also generally the highest place they can get to. It is the quirk of parrots that they want to be at the highest point in their cage. They have a superiority complex, and if the cage is taller then the shortest human in the house, it means they have dominance over that person. It's a heirarchy, and it's easy to beat just by lowering the cage.
They do play, in their own way. They sing, climb, bathe, take things arpart and can play peekaboo, hide and go seek, and other games that can be taught. They have their own parakeet way of playing them, and it differs from bird to bird.
Socail? Yes. Moreso then most other parrots. Half the time, there is a chance that they can be your companion, but also have a bond with another parakeet.

Yes, budgies are very playful birds and they love a swing. I have a large aviary of budgerigars and love to watch their antics as they play with their toys and swing on their swings. The find a feather very amusing too and one will often chase another just to get the feather off his friend.
In the wild, budgies live in huge flocks so they are very social. In fact I consider it cruel to leave a budgie in a cage all day long by itself. If it is a companion bird, it thinks of you as its flock so it needs you to interact with it as much as possible. If you have to go to work and leave it by itself, get it a companion or it will be very lonely.
As regards to the comments of SC76, yes, as a pet bird species which has been bred for over a hundred years to live in captivity, a budgie probably would get some fun out of swinging on the branch of a tree .... for about one or two minutes until a magpie or hawk came by and killed it.

Yes budgies do play.
Why do they seem to enjoy sitting on their swings in the cage? it makes a change from sitting on the perch in the cage, not a lot of choice really is there?
Are they social, yes very if they are given the chance.

Yes, definitely! They are very intelligent animals and can even be taught to speak if you work with them. They love to associate with other budgies and will thrive on your company as well. If you only have one, give it lots of attention. They are a breed of parrot, and parrots have been proven to mate for life...they are very social. These little birds make great pets, but do need some kind of entertainment to keep them challenged...imagine being stuck in a cage and not having any kind of amusement. My own would eat off the dinner table, play with a dripping faucet, and even imitate my dog barking. He even said "weeeeeee!" while on his swing...LOL.

Budgies love to be with people and other budgies. My budgie even likes to be with my dog- he flies down and sits on his back! He even grooms his ears!
A good tip, if you leave him alone for long periods, is to put the radio on, set to a talk station. They like the feeling of someone being around, even if it's just the chatter of voices in the background.

i have a budgie, and he enjoys moving beads around on his little mirror. Did you know you can also teach them to talk? They have a vocabulary of about 20 words.
