Invite him and his kids over someday and when they get out of control imply to him to do something. If he doesn't then try saying it directly. Something like their behavior is not acceptable in your house. It is your place and your rules, they are the guests. Then later on down the road when you are out with them you can refer back to his visit with you and tell him how it made you feel. Or you get him alone and the two of you can get really drunk(anywhere will do) and have the topic come up and then go all out. So that way he knows your real feelings, but it's not as hard on him because you can blame the alcohol. You can apologize and be really embarrassed but the truth comes out with liquor and it's forgiven...usually

When the kids are at your house you have every right to law down the law. Tell Bro. you want respectful kids in your home otherwise visits will be else where.
I give time outs. I tell the kids to count to a number they have a little bit of a hard time with (or saying the alpahabet). It is good for their practicing.

Telling a person how to raise their kids doesn't usually go over well unless you make sure to cover all the bases so that it doesn't look like you're attacking his parenting skills. Sit him down and calmly explain to him how you feel the way you do and let him know that what's going on isn't working.

you- "yo bro, your kids are starting to go crazy, maybe you should discipline them more, and take a firm grasp of their respect, or else we might have to call the super nanny to fix this problem . . oh and p.s. . . love ya man."

You should tell your brother (of course there's no need to show your unhappiness). If you tell him it only shows that you care about them & love those kids as if your own.
I did tell my sis and bro-in-law when I feel my nephews are out of hands; I just don't want them to grow up undisciplined and lack of ethics.
