Yes, it is burst blood vessels, often caused by other dogs when they're playing, but can happen from scratching too hard (maybe ear mites) or even accidentally banging the side of their head against something.

You were lucky when it happened before that it went away by itself, because the vet will tell you that the biggest danger is the leaking blood causing problems. Infection is the biggest danger, and your dog could die or at the least end up losing her ear.

Get her to a vet right away and have them take care of it.

It is called an Aural Hematoma of the ear flap. It is generally brought on by infection or ear mites. Which cause excessive scratching and shaking of the head which breaks the blood vessels in that area. You need to take your dog to the vet as soon as possible.
If it has not progressed to far then the vet can drain the ear and administer antibiotics. If you let it go to long then your dog will require surgery to correct the problem. There is also the possibility of him/her becoming deaf in the affected ear.

dogs with floppy ears often have a problem with blood vessles bursting and blood collecting in the ears, you should take it to the vet to check, it might not be painful but it could still be a serious problem
