Audacity can do it. It is free and multi platform.
In Effects - after selecting the part you want to play backwards - select REVERSE. Done.

It can be done first of all. Search the internet for "MP3 editors". I know there is one out there that can do the trick and I have done it before, just don't know the name of it and it's no longer on my pc.
