I am not american so don't call me stupid. I really don't know what that means. Thanks! My girlfriend and I were walking downtown then someone shouted that word at her.

The phrase is pretty self-explanatory. It means having hair that is "big," as in poofy, teased, and sticking out really far from one's head. Diana Ross is an example of someone with big hair. If you look at 1980s American movies you can also find a lot of big hair.

It refers to women who have hair that has been styled into rather large silhouettes relative to the size of their head.
It's usually an insult, and refers to hairstyles favoured by (usually white) women from the south of the US, e.g. Texas. The singer/actor Dolly Parton has this type of hairstyle.
