Depends how serious you want to be about it or what result you wish to have. Another way that hasn’t been described yet would be to get a computer drawing tablet (www.wacom.com), put the photo next to you and start painting.

I know there is a place in Long Beach WA that does this but I can"t remember the name. Studio Max in Beaverton OR will do this on portraits it has taken.

Scan it at 300 dpi into your computer. with adobe photoshop select filters. Choose one of the artistic filters, play with them until you find the one that gives the results you want. fun fun fun.
