RSVP means to reply either in the negative or the positive as to attending. Unless of course it is RSVP for attendance only, or Regrets only. But that would be a more specific RSVP. If it is RSVP by (date) only....you should call either way.

Yes, I had so many people not RSVP to my wedding and I almost did not have enough food for them.

Maybe you could send some flowers over to the host of the party saying have a nice time and we wish we could be there.

yes,take the 2 minutes out of your busy day to do the right thing and respond one way or another. you'll understand how important this is if you ever are planning an event and need to calculate food and beverages for a group of people. if someone was nice enough to invite you to their affair-please respond to them. they'll be glad you did.
