The peregrine falcon can exceed 260 mph in a dive. The larger birds of prey cannot attain that speed of descent, but can hit the 200 mph mark.

There is even a species of eagle that will dive while coupled together during mating. Once copulation is completed, they separate and go their own way.

The peregrine falcon can reach terminal velocity (260mph) during a dive. Thus I would think that an eagle or hawk would be somewhere in the vicinity but less.
