Its not that hard to keep a cat in. You just simply never allow them to go outside. It's much safer for them. When they decide to run outside, you simply pick them up and put them in time out so they realize they are not allowed to do that.
One interesting idea I read in a magazine A man never allowed his cats to go outside except on cold snowy days. This way they always thought outside was cold and wet and horrible.
You can do that or... the more expensive approach.
There are 'cat fences' you can install in your back yard that keep cats in your back yard. So you could only allow them inside your house and in the back yard.
If you cannot do this it really is not a good choice to get another cat, because if 2 have been lost, surely the next one will too.

I have a 10 year old cat as well as 2 more that are 1 1/2 and 1 year . None of them have ever been outside. We can hold the door open with any one of them sitting in front of it and they still won't go out. I also had a cat when I was growing up that never went outside either.
I don't understand what the hard part is. Don't let the cat out and it won't expect to go out.
They won't learn to fear the road. You just have to be the responsible owner and make sure it stays indoors.

Neuter or spay the cat and be obsessive about keeping it inside. Un-neutered male cats naturally want to roam. Do not have an indoor-outdoor cat unless you have a safe enclosure for the cat to be outside. If you are not willing to commit to having an indoor only cat, do not get a kitten. Cats and busy roads don't mix well, and it seems you've lost enough cats already.

It is not hard to keep a cat indoors, especially if you raise it from a kitten. Most vets recommend keeping cats indoors. It would be cruel to let a cat roam if you are near a busy road. You can't teach a cat to avoid or fear traffic.

I have a cat that is 7 years old and never has been outside. He was raised in the house and was neutered so he wouldn't want to go out catting around.
I get him the grass that can be grown in the house so he can have the grass they usually eat, but he is very content. I put him outside one day and it literally scared him to death. Get the kitten fixed, never take it outdoors, and only let it see the inside of your house, it will probably do just fine.

in the shelter I worked in they had a caged in area. It went 5 1/2 ft high, and very wide with a tree in the middle. (the cage was secured securally around the tree) the cats loved it yet could not escape. Other then an area with a top of some sort, there is nothing I can think of other then keeping them in. It is not hard to keep a cat indoors. When she looks out the open door say NO and spray her with a water spray bottle. I used this technique to teach my cats to stay off the counters too. Maybe you can't make cats do anything, but you sure can teach them what are inappropriate behaviors - what they are NOT to do.

Get a kitten and make it a house cat. Dont let them outside from the beginning. Soon they will just get used to the fact that they cant go outside. Good luck!

You know, my cat was an outside kitty most of her life. I was finally able to convince my mom she needed to be an inside cat, after HER cat was hit by a car.
I don't have any issues keeping her inside. That's your safest solution. There's no way I know of to keep a free-roaming cat off the road.

well, that is what i was going to suggest...just keep your kitten indoors...i have two cats and they have never been outside...i am also afraid of them getting hit by a car....just try the best you can to keep them in...other than that, i don't think there is much you can do to keep them from the road way...
