Rather then asking people on Yahoo, why don't you make an appointment with a doctor? If she isn't your child, then maybe suggest it to her parents. Express your concern for her. Hopefully they won't take offense at it and will thank you for your concern.

GET THAT CHILD TO A DOCTOR AND A MENTAL HEALTH PROFESSIONAL RIGHT NOW!!!!!!!!!!!
It is a sign of some serious dysfunctioning. She could be intentionally wetting herself and avoiding showering to make herself less attractive--a sign of being sexually molested. The stress and anger are also symptoms of an abused or molested child.
Wetting could be from a kidney or bladder disease. As such it is a symptom of a physical disease, and needs medical attention right now. Left untreated, this could lead to kidney failure and other diseases.
The poor kid might not have any friends because of her hygeine problems. At age 12, the other kids won't play with or be nice to anyone who smells bad all the time. Not showering by itself is bad enough, but a kid with bathroom issues will smell even worse.
There are many different mental illnesses that also have all of the above symptoms you mentioned. This child may not be abused or molested, but she may be ill in other ways.
If this is your child, get her help NOW. If she isn't, talk to her parents, and if they are unwilling to admit she has a problem call your local Child Protective Services. Failing to get medical or psychiatric help for an ill child is just as much abuse as beating her.
Please, please, please, do not think that mental illness is somehow your fault. Modern medical science has proven that most mental illness comes from a chemical imbalance in the brain, which is due to biology, not environment
