The original source appears to be the christian bible:

QUOTATION: There the wicked cease from troubling, and there the weary are at rest. There the prisoners are at ease together; they do not hear the voice of the taskmaster. The small and the great are there, and the slaves are free from their masters.
ATTRIBUTION: Bible: Hebrew, Job 3:17-19.

QUOTATION: Come to me, all you that are weary and are carrying heavy burdens, and I will give you rest. Take my yoke upon you, and learn from me; for I am gentle and humble in heart, and you will find rest for your souls. For my yoke is easy, and my burden is light.
ATTRIBUTION: Bible: New Testament, Matthew 11:28-30.

However, this phrase has been borrowed and paraphrased many times through the centuries, the most familiar of which is the ancient germanic proverb: "No rest for the wicked."

I believe the correct quote is , " No rest for the weary". The logic behind this saying it that the person is weary because they are consistently working and they never have any rest so they remain weary.

No rest for the wicked.....I think...LOL. While weary could be taken. God; always takes care of his children. While wicked would be a satanic child...I do not think he would offer rest to Satans child.

I do think it's open however to speculation. **Like:** idle hands are the devils work."

Isaiah 48:22. "There is no peace," says Jehovah, "for the wicked."

A wicked person in scripture is worse than a person who just makes mistakes. Is worse than just a person who is imperfect. A "wicked" person purposely seeks for ways to do hurtful injury. He can't rest because he hasn't had a good day until he had ruined some one else's day.
