You can, but it is not going to be anywhere close to complete, unless you pay for it.
If Billy gets arrested and charged with a crime, and pleads guilty, in the local Courthouse (as 99.99999% of the cases do), the case is not going to be recorded on the Internet. If you Google, or do any other search, you are only going to find those published cases decided by the Courts of Appeals or (in a few jurisdictions) published cases from Trial Courts. Trial Courts only publish those cases that involve legal questions raised by the prosecution or defense, and which are worthy of publication.
In my County, 24000 people are arrested each year (which does not include those people who receive a summons or ticket). The number of published opinions coming from my County during the year is under 50.

Not all state Supreme Courts store information regarding everyday criminals. Florida allows you to purchase a state criminal history from the Florida Department of Law Enforcement, but that will only have charges from Florida, and even then not all of them.

In Virginia we can I go to yahoo search and type in (For example)Jackson County general district court or Jackson county circuit court and then click on case decisions You just need the first and last name.You can check criminal and civil charges and dispositions

SOME STATES will have information available on line BUT
not all..ZABASEARCH will try and get you to pay for info that may or may not be relavent. Public Records are available online for many States and countys..there used to be sites available that provided links to various databases at no charge..but now most need some cash or advertising support. Yeah. do a search for your states circuit court or supreme courts.. there should be one that says its free.. you will probably agree to there copyright type statement.

I've never heard of a free one,and even the paid ones are limited.
But yes they are available to employers,and others.
