You should not just go about quoting scripture verses, you should know them and know WHEN TO USE THEM! It is your SWORD and Gods word is more powerful than any double edge sword, his word will not return to him void, but will fulfill what he has purposed it to do. See how effective it is?, know them and use them when it is time to use them. It is good to know verses and scripture references if you were preaching/teaching a group. But in everyday living you need only use his word as the spirit gives you remembrance of it.

I would have to say that ultimately No. When you witness you have to have your own style. If you act uncomfortable then you will not be as effective a witness as if you are comfortable. I have a lousy memory for numbers so I usually dont. It is OK to just quote a verse or even give a general idea of a verse however.
God has planted a verse number in my head before, and that is cool when he does that.
It is never a bad idea to know where to find a particular verse in the Bible. New believers to the faith will always be impressed if you know where a verse is in the Bible. Important thing though is to get them reading it, so if it is easy for you to navigate the Bible, they will be less afraid of it to a degree.

I think it depends on the situation,
if its a theological conversation with someone whose a fundamentalist I'd use the reference,
if its someone who doesnt care id be like oh yeah and check this out that I saw and Id cut and paste and omit the numbers but be like yeah old testement it says slavery is ok, but a theologican id be like look dude leviticus 25.44 thats messed up
and of course everyone loves levitucus 18.19 and when the theological scholar looks it up theyre head explodes so on that one you don't wanna cut and paste you wanna make em look it up and then you wait for it
wait for it
and then you laugh at em cause they looked up something silly

I quote the numbers because they may actually remember it one day and look it up for themselves...I say why not?....even if they don't read the bible who's to say they won't some day and they may think back to that scripture you told them and look it up...God bless

Never omit reference numbers, always show your sources. That way people can look it up for themselves, and no one can say that YOU SAID this or that. You didn't, the scriptures did.

if you are going to quote (or even state ) anything you should be able to back it up so yes give the ref.# so they can look it up later & know that you know what you're talking about its very annoying when someone acts like they know something but cant back it up ,and its even more annoying when someone grills you about something and you dont have all the info they want

No probably not. Especially if it is someone who is questioning you. That way you give them the verse name and number.
