As others have said, it depends on the details:
her age?
drugs involved?
first time?
other factors involved?
severity of assault?
Good Luck, counseling or rehab would be best if she's young and maybe hooked on drugs, jail if she's 27 and has been doing these kind of things for a long time.

Give the poor little youngster a chance. I am sure that she/he didn't mean any harm. Let them go to rehab and if it happens again then charge them for assault.

Send her to a juvenile hall type place. They will provide punishment as well as rehab depending on how serious her crime was (which considering that you are debating between them, it was pretty bad). You definately can't just let her get away with it though.

Counseling is always a better way to go. I speak from
experience. I have been in jail, and it does not help any
person, become a better person.
Good luck with your situation.
Sincerely, Jerry

Is she asking for Rehab - if not she would get nothing out of it. Tough Love dictates that you allow for consequences for behaviour (yes, even charges) but separate the behaviour and its inherent consequences from your continuing love for her, which you need to communicate to her consistently.
