Can anyone explain to me what that means?

Medical records and release of information is part of what is the HIPPA law...This law was established several years ago when President Clinton was in office. It protects you and me against release of private personal medical information unless authorized by you to parties that deem it necessary for your care. This means when go to a physician/dentist, you sign release of information permission so that they can disclose information about you for insurance purposes or get medical information about you for your care. This also means that they can only ask for information when it is necessary and only what is needed. This doesn't give everyone connected with your care to have free ability to delve into your medical or personal information for "just good reading." If it can be proven that your personal and or medical information was released without your permission or obtained other than to provide care for you, you can sue that person or establishment. I would read more about the HIPPA law to know all the details. I know this information because I am a nurse and practice it everyday.

You've selected a subject matter out of context from what it was apparently originally referring to. So I'll just guess. It refers to legal opinion and argument about whether a person's medical records should be made accessible (available) for certain areas of litigation. Example: If you are sued for transmitting a sexual disease to another person, should the plaintiff (and/or attorney) be able to get a copy of your prior medical history to see if you've had knowledge of having the disease, ever received treatment of it, should have known that you could infect someone, etc. There are other examples not involving relationships.
