It adds weight to the club. If the club feels too light, like you do not have enough control over the swing of the club, people add tape too make the head weigh more. New age clubs like the Calloway and Taylor Made clubs have weights built in that you can adjust to your likeness.

They use lead tape not duct tape. You can change the size of the sweet spot on the club. Help hit the ball higher or lower.

I never heard of duct tape on golf clubs. You can use duct tape for almost anything, I even heard you can even survive by boiling duct tape and making soup. Not on clubs though.
