May be you are too young for him. But he can't resist your attraction to him. Some guys have weak mind. Their logically side of the brain say No, but their emotional brain say Yes.

I think that he really likes you but the age difference thing kind of scares him a bit. He thinks that dating someone younger than him is scary. You could try showing him that age doesn`t matter and see how it goes. Good luck!
