Who knows? But I sure do like them. My mother used to make them when I was a kid.....and I've been making them for over 20 years.
My recipe: (NO pork or spines)

PORCUPINES:
1 1/2 pounds ground beef
1 onion (chopped)
1/2 cup bread crumbs
1 egg
1/4 teaspoon salt
1/8 teaspoon pepper
1/4 teaspoon paprika
1/2 teaspoon chili powder
1/4 cup uncooked rice
thickened tomato sauce
up to 1/2 cup water
Combine all ingredients and roll into balls, press into uncooked rice to coat. Heat Sauce in pot and add porcupine balls. Cover and simmer for
about 45 minutes.

Well when I did a search for it there doesn't seem to be any official reason that I can find - butttttt - my best guess is this..... you mix up all your ingredients - ground beef, rice, sauce, onions, spices - and then you bake your meat balls. As they bake the rice expands, swells and pokes out of the meat. It kind of resembles when a porcupine gets upset and has its quills stand up in defence for itself - hence - porcupine meatballs.
Does that make any sense lol Well that's my logic anyway.
