There are groups such as Kiwanis and various Leagues that will help sponsor these classes. You could also ask teachers or teachers aids to volunteer their time and therefore there would be no cost except the books and tablets. Those could be gotten by various church donations or Chambers of Commerce from different locations. I have taught English as a second language and found it very character making. Also write companies that publish books, tablets etc and have them donate them as it is a tax write off for them. In return allow some type of advertising for the donations. Use the old "barter system."

wont need funding if ENGLISH is taught as the primary American language!
