Why do they bag liquor, wine and beer in the brown bags? Tradition, or is there some other reason, like it containing the glass if the bag breaks (rather than a plastic bag which could have glass cut through more easily?) ??

Very damn good question. It is like a big beacon on your front seat for any cop to see, "Hey look at me, I have liquor". Not Cool at all.

because it is illegal to drink in public and brown bags cover the bottle - the brown bag has been around since before plastic and is a tradition thing

I work at a grocery store, and we bag in brown bags and then plastic so your bottle doesn't break.
