That sounds misfortunate. It could be because of an allergic reaction, or maybe he has something irritating his skin. Being him to a vet and the vet will help. (He might give you one of the giant "lamp covers" to put on your dog's neck to keep him from biting it.

It sounds more like a psychological problem than anything else. 2 years ago I had a cockateil who was doing exactly the same. He started pulling all his tail feathers out until there was nothing left. Even when he preened it was with aggession. He had a happy enough environment but all my other birds were rosellas and he didn't have a mate. We got him a female, and from that point it stopped.
On the other hand, your budgie seems to be gnawing at a wound. You should get this wound checked out. If there is no vet available you should spray the wound with an antiseptic (one that is safe for birds).
If any of my birds cut themselves I use Betaisodona which is a dry powder spray. It's easy to spray on, contains antiseptic, it's safe in small doses and tastes so vile that the bird will only put its beak to it once.

The area that your budgie is chewing at sounds like it could be his preening gland. This would indicate some kind of problem, such as an infection of the gland. Regardless where your budgie is bleeding from, he definitely has some kind of physiological problem, either an illness, infection, or deficiency. You need to take him to an avian veterinarian as soon as possible, as his health and life is at stake. You can use the website http://www.aav.org/vet-lookup to look up an avian vet in your area.

Using a spray bottle of water and lightly spray her each day might help. Give her some Vitamin supplements to keep her skin healthy...offer fruits and vegetables in her diet, and if she's making a hole and it's bleeding, you can buy Bird Salve and put on the wounds...

I would suggest that you take her to a doctor as soon as possible, it may be nothing much but this is something out of the ordinary from what you have said and something is obviously upsetting her in some way, hurting herself is not good and she needs to be seen. Please take her to the vets and have her checked out. Isn't it better to be safe than sorry. Good luck with your little one and I hope she will be ok.
