It probably bothers him. My dog does the same thing whenever she hears horns honking or car alarms (we're a bit short on church bells around here).

Ummm he could sing or something he could try to say it hurts his ears howling could be like yelping (dogs yelp when in pain take note of that!) but instead of yelping he is howling because the pain might be larger!!!!

Your dog probably feels scared or surprised, maybe trying to prove more authority, anyhow your dog does not like it

I don't know. My dog does the same thing when he hears any kind of siren.
