How do I delete a file when I get this error?

The Short Answer? you don't, likely the location is damaged and the file isn't there anymore.
You can check to make sure the file isn't write protected, and if it's on the harddrive you can attempt to boot in safe mode and see if you are allowed to delete then, but likely the source is write protected or damaged.

Try it in safe mode (reboot, tap the F8 key). What file are you trying to delete? If you are just dumping temp files, it may be a file in use by your antivirus software.

Where is the file located? It is telling you explorer can't open the file. It may not even be there or is contaminated. Try running scandisk, it may be able to repair it or move it to C root file# 00001 or such. Then you can remove that file.

Drag and drop it onto your recycle bin..or be sneaky and put it into a new folder and then drag and drop the folder in recycle bin.
Lots of ways to outsmart it.
I've even moved one off onto a floppy disk and then destroyed the disk.
Also, if it is read only then you can change the settings. I'll have to look that one up. Here it is:

My computer does this sometimes. If I log off and then log back on, it will let me delete it.
