I'm glad Tancredo is shining some light on that.

As far as I could tell from main stream press, the three country leaders had just 'between them' decided to create a superstate with common security around North American borders. I understood they were to go back and discuss it with 'stake holders'. Whether that was ever intended to include common Americans is not something I am sure of.

I was not sure they actually were doing away with immigration restrictions, as part of the joinder. However, looking at the Senate Bill, that could very well have been why it looks the way it does. It essentially does away with any limits on immigration. In forecasting how many people are let in under the bill people aren't using the highest possible numbers, but are projecting how much of that will actually be used. In essence, they are assuming the quotas are higher than will ever be used.

No this guy isn't on drugs. I've been hearing this too. About the highway and everythng. Clinton was pushing for this too, its not like it is new. It may be the only way we can seriously compete with China and the EU in the near future.
