The KGB. The commies had enormous numbers to draw from, and had were given more of a free hand to do what they wanted. The USSR's oversight of the KGB was virtually non-existant. And, without economic restraints like with the CIA and it's budget, they had carte-blanche to get whatever equipment, training, etc. they wanted.
With the watchdogs seeing over the CIA, they had to use "contract" agents, or in country assets to do many of the "black" operations, the KGB were free to do on their own.

I'm sure they were quite equal as far as gathering intel. The Russians spared no expense during the Cold War for knowledge of our weapons. We also went to great lengths to know all we could about things such as the Foxbat Mig-25. The Russians on the other hand were always thinking of firing over the pole for quicker strike capability. So we built radar stations in Alaska and surrounding islands to detect launch. So either way you look at it we knew what each other was doing.

The KGB had moles in the U.S. government. The U.S. couldn't get moles in the Soviet government.The U.S. had better code breaking and eavesdropping technology. The CIA and the KGB use to throw parties for one another to try to get the other side to talk.
