War can and should also be attributed to God, along with every other thing both living and unliving.
If you read Revelations ( a difficult book at best) you will see where God says that wars and rumors of wars will be part of the end times.
Man cannot "create anything"
If you would like a short story to help understand this, think about all the things we have been said to "create".
A scientist, all excited, ran to GOD and said to him, " I have created life" Now I am as powerful and as smart as you. GOD answered " How did you do this amazing thing?" The scientist replied that he took the dirt as God did and in his laboratory, used it to create life. GOD answered again, OK, now this time go back and get your own dirt!!!!

This seem most likely because people don't want to actually think about the fact that God is not just this peaceful being, but he's also a warrior.
"And when Christ returns, he is at the head of a dreadful company, mounted on a white horse, with a double-edged sword, his robe dipped in blood (Rev. 19). That sounds more like a warrior.
Did you know that God is also a romantic. The entire story of salvation and His redemptive plan is one so that he can have a "Bride" (the church) and that he can have a people to love him and call His. We go to places like the beach, the Bahamas, for our hunny moon or for a nice trip with our girlfriends or wives. We go to them so we can enjoy the beauty. Or we have backgrounds on our pictures we make with each other, but it's him that thought of those places. That put the stars in the sky that we merely watch during a long walk on a beach. He created the sweet smell of flowers that we give to loves. He's not just a God that loves us, he created the idea!
God is more than peaceful, he is a romantic, a warrior, a judge. He is just, vengeful, jealous for His people.

Who attributes peace to God?
Man makes war, and man makes peace.
Usually we are thankful for all God's blessings including the absence of war. But peace is more than the absence of war.
The way to peace is not by man, but is by God. We can have peace even if we have war.

No. lower than the 1000 12 months rule of his son Jesus he will end all wars. (Psalm 40 six:9) he's making wars to quit to the extremity of the earth. The bow he breaks aside and does reduce the spear in products; The wagons he burns in the hearth.

Sometimes God's stands back and lets a country do what they want. The country or person wants something so bad and so sometimes he allows it...sometimes he doesn't. Remember...it always takes something bad to get to something good. God will bring something good out of all this crap! But one day he's going to judge them. God wants us to live at peace as much as possible. God isn't going to control everything...ever heard of free-will? Country's often learn from things like this. The only thing we can do right now is pray for out leaders and our country.
