It's better to do Cardio in the morning, because when you do Cardio, your body gets more blood going thru it, keeping you more awake and aware throughout the day. There are tests that show that your IQ goes up and you react faster when you got more blood pumping.

Also if you do Cardio too close to your bed time, you'll have a harder time sleeping.

I personally like to do cardio in the morning and the weight training later in the day. Its up to you. You need to see how your body responds to both training arrangements. So try it both ways and see which one leaves you feeling the best.

Doing cardio in the morning may wear you out for proper weight training.

I prefer doing weights in the morning and cardio in the evening unless my weights session is a recovery one, i.e. light with many reps.

i've talked to a couple different trainers about that, and they both told me it doesn't make a difference...just as long as it's a time that's convenient for you, and that you'll keep doing it at that time...in the morning you have less excuses, but in the afternoon your joints are looser...so it's really up to you.
