Jerry, I can tell you both US and Canadian Customs and Boarder control have a blitz on, after a couple of incidents at a two other boarder crossings. I can tell you if he doesn't declare, and he is randomly searched, your friend will pay the price dearly. Besides confiscation, he can be turned around and refused entry into Canada. Once your name is entered and the word smuggling, onto the national system, all countries that are signatories, have access to this information. So what do you think buddy?

Yes, the drinking age of the US is 21. Therefore, it is against the law for anyone under that age to possess or consume.

If the drinking age is 21, and you're underage, you can be charged with illegal possession of alcohol, regardless of where you bought it.

I'd say no. While you're at it bring some MDMA (Ecstasy) and cocaine with you. Of course it's illegal.
