they arnt because every one has a right and a left! Unless you are saying that they dont have hands they just have paws

Because they are taught to be that way when they are very small. That way if they want to do the wave no one gets confused and goes the wrong way!
Soooo Simple to understand if you think about it! Haven't you ever seen them on the nature shows lined up on the tundra doing to the wave at the planes.
