Because one has to be mature enough to understand that it is immature content and not mature stuff to be able to understand it anyway

because some people think maturity is defined by how old you are. therefore when they reach the age of eighteen, they think they are mature enough and call the content that they weren't allowed or supposed to know about when they were younger to be mature content.

Who is making the determination of what is or is not mature or immature?
If you are the power behind the decison then you are the one who says what is mature and immature.
Apparently you are not one of these powerful people or you would not be complaining, and I really don't know any one answer to this question. Too much stuff to be rated and too many powerful people rating it Gona be some that is not pleased with their decisons.
