Make a decision which is worst: not knowing how she feels about you or the possibility that she don't like you.
WHEN NOT TO TELL HER:
If telling her and it is going to ruin your world if she don't feel that way about you. That situation can impact you for the rest of your life you should build up your self-esteem before you tell her. If there is chance that it could ruin your relationship maybe you should not tell her.
TELL HER:
If the reasons not to tell her is not a problem for you. Try and do it in private though!

Instead of spilling your guts to the woman right out, why not ask her out for a cup of coffee or lunch after work, on the weekend, etc? If she is 100% not interested, she will decline at this stage, and you can save yourself the potential embarrassment of letting her know your feelings, and then having her say, "I don't feel the same way, sorry." However, if she accepts, take her out, show her a nice time (pay for goodness sake!), and if it goes well, ask her out again. I would honestly wait a few dates before letting her know how you feel. But when you do, be honest, and say you'd really like to continue seeing her. Take it slow.
Now, if you actually know this person and she is a friend of yours, I think you can forget the above. Just get her by herself and let her know how you feel. The worst that's gonna happen is that she says "Let's just be friends" - in that case, you haven't lost anything.

Women hate it when men have a crush on them but they don't know and don't wanna try to atleast let the women know.Just tell her.Tell it to her and say it to her.
"Hi,i know you get this always cos you look good and stuff but i really like you and i thought maybe we can hang out and see where it leads to.I really want this to happen between us."
"I know we have been friends all this while but i feel i deserve more of your attention than of just friends.I adore your personality and i think we make a great couple.Do you wanna give me a chance?"
"I'm going to be real honest with you.I like you.I adore your personality.So,it would be real great if you be my steady cos i really like you."
Tell her....and be real slow and gentlemantic about it
