With friends it shouldn't matter.
Naturally, you have to be known to people on any scale before you can be popular with them.
Popular in what?
Writing? Art? Sciences?...or just liked or admired?
There are many famous people popular for what they do, but maybe not well liked as a person.
Likewise...You don't have to be famous to have a positive impression on everyone you meet which will instantly make you popular to them.
What do you want?
To be popular with people you meet or simply be popular with everyone in general because of something you did? Some forms of popularity can be sincere and some superficial.
It's really a question of your own personal need.

No, you do not have to be famous in order to be popular. I have a friend who is very quiet and shy but is very very nice and she is popular.

What gave you that idea? Think about it. BTK was pretty famous but I don't think he was very popular with the general public.
