I'd like to find a good one that is under $8-$10

You cheap a$$.
Most wine you pay under 10 dollars for is really not worth drinking. Up your price to under 20 dollars and there is a better range of wines.
Castlerock Chardonay
Clos du Bois 2004 Chardonnay
Rodney Strong 2003 Chardonnay
Trinchero Family Selection Chardonnay 2003
Frey Chardonnay 2004

If you're serious about staying in that price range, try something other than Chardonnay. You can find some rather good Eastern European wines for that range, but not Chardonnay. Alternatively, some of the other white wines in Canada can be found for around $9.95 CDN. Your best bet in that range (from Canada) would be either a Vidal or a Gewurztraminer.

If you only want Chardonnay, you will have to up your price a bit to between $15 & $20 for a decent buttery Chard. Try Toasted Head Chardonnay from R.H. Phillips Winery in California. We get it in Canada for $16.95.

La Crema Chard, buttery and very good, about $12-$13 per bottle.
