When you don't have money, give time, it's a better gift anyway.
Plan to take him to something that is not so expensive, but the place you go isn't important so much as the time going and coming to and from the place. Plan a short road trip that takes maybe 45 minutes to an hour driving.
In that time, talk to him and vow to yourself to tell him what he means to you. Respect your natural father, but tell your Step Father that he's everything you wanted in a good father. Back up your statements with examples of things he did that helped you become a better person. Talk about things he did that made you feel good things. Things like pride in him, pride in yourself, closeness, security, fun, happiness. Do your best to make him shed a tear -- and try not to yourself in the mean time.
Wrap things up with something humorous to lighten the mood, but affirm in the end that you meant everything you said and thank him for being your Dad.

You know, honey, the BEST gift you can give your step-dad doesn't cost anything and will stick with him forever. And, it's a gift that will touch his heart, too. All you have to do is sit down and write him a letter telling him what he means to you. He will treasure it forever. Recently I attended a funeral and the deceased had her stepson read something to everyone that she had kept in her jewelry box for years. It was a letter her stepson had written her on mother's day....and there wasn't a dry eye left in the place when he was done reading it. So I challenge you to do the same. It's a gift that comes from the heart and shows that you thought about it and invested time in it - unlike just buying something. Besides, you are 24 and your step-dad already knows you're on a budget. Good luck and you can do it! Write something AWESOME....I believe in you!

Perhaps a hand-made card with all the adorations ( postive words about him) sharing with him how much he has meant to you over the past years! Example..loving, caring, fun, happy....

take him to a sports event or something that he likes even if u don't like it. my step dad has always been there for me so I'm taking him down to Vegas in a week.
