First question. If you mean sexual interciurse then of course, IVF (AI) etc
But as this is biology then ill assume you mean syngamy between gamets.
In which case the option is cloning which is not established as viable in humans yet (Korean research is under fraud investigation so its validity unclear at present) but is not permitted in most countries anyway.
As to the second question:- NO
Asides one alleged and unlikely case (the virgin birth of mary yielding jesus christ which if it was true (unlikely) was a dead end as it was a male), parthenogensis (asexual reproduction) has never been reported in humans. Morever it is very unlikely to be viable or to occur due to imprinting etc.

Legally maybe.
A hermaphrodite is a human being that naturally has male and female sexual organs and can perhaps impregnate him or her self. However I wonder if it is a true asexual reproduction. As defined “Asexual reproduction (also known as agamogenesis) is a form of reproduction which does not involve meiosis, gamete formation, or fertilization. In laymen's terms, there is only one "parent" involved.” http://en.wikipedia.org/wiki/Asexual_reproduction . For fertilization we need a new organism of the same species. http://en.wikipedia.org/wiki/Fertilization
I’m splitting proverbial hair, however as you can see it is a controversial question that requires redefinition of a few terms.
What ever you do please do try to impregnate yourself at home and leave to the professionals or kind and enthusiastic armatures :).

We have children by sex in two individuals a male and a female or someone who has both male and female reproductive systems and humans don't have this of course this occurs in plants[asexual reproduction].

There are no recorded cases of this. Asexual organisms tend to be VERY simple in comparison with humans. Maybe 1-2 chromosomes as compared to 46 chromosomes in humans.

Throungh miosis it isn't possible. However there are other methods used like surrogate mothers whom donate their uterus for nine months and accept to have an infertiles couple for them.
The way it works is, the sperm of the male is collected and with a needle, a doctor gathers the sperm and deposits it into the egg (oocyte) of the surrogate mother. Or perhaps he collects the egg of the real mother, places the sperm inside the egg and then deposits the egg into the uterus of the surrogate mother.
Then there is also cloning which is wrong in my opinion, but still an option for those who want to play God.

Negative.
While some people are born with complementary genetalia, usually only one type is functional or neither are.
There is no human that can reproduce without intercourse with another human... but if it was possible, would it be considered incest or cloning?

Without _gender_ it is not possible in humans.
Without sexual intercourse, quite, even without any sexual stimulation. Semen can be removed with a syringe.
Fertilization can happen either 'in the womb' or in a 'test tube', again medically and without any sexual activity.
